Gimp, Krita, dark table, and inkscape are my go-to choices. Anything in particular you need to do?

If you want a pixel-level editor like Photoshop, then Gimp is the go-to for Linux.

If you're looking for a "digital darkroom" package more like Adobe Lightroom, I like LightZone, but RawTherapee and Darktable are good options, too.
