I just want someone to please tell me what "Filters don't work" means. Because this seems like people talking past each other.

If you mean "filters don't stop 100% of spam" then also walls "don't work" because things can go through them.

If you mean "filters don't have a meaningful impact on transaction propagation" you are just incorrect.

It means the inscriptions hack hasn't been patched in any version of Core. Alao Core v29.1 introduces the multiple outputs bug which accidentally allows more than one OP_RETURN per transaction.

Knots has mitigated the inscriptions hack and doesn't have the multiple outputs bug.

Miners can still directly accept junk into blocks through things like slipstream, though it hasn't been a huge problem so far. Partly because they have ToS that don't allow illegal content.

LibreRelay is another method. I'm not sure how much it's being used.

I think you may have missed my point. Specifically using tools to get around filters doesn't mean filters don't work (unless you have some other definition of the phrase). This is the same argument that a border wall doesn't work because tunnels and planes.

Yes, but those methods are way more expensive than just walking across the border unimpeded. This is my point. Filters make spam more expensive.
