How quickly before the powers that be shut it down?. What happens first? Relays shut down, operators arrested? Media hosts seized?

Would an orgnsization have to post the leak, or should leaks happen via anon npubs?
If all the big relays go dark, people would spin up new relays for sure. Can those new relays be comminicated to others without using non-nostr services. Would peole find each other? đŸ¤”
