Ok I skimmed the paper. They want to farm people's bodies as a new kind of proof-of-work but aimed at a more centralized control scheme of what needs to be done to earn mining rewards. A universal basic income but that only comes to you if you watch their advertisements.
Their design for some sort of biochip implanted into people that uses their body as a source of power and can do things, I didn't read through the thing, and I forget what it does. I would assume it marks you so that your body can be tracked with a tracker that is permanently installed and has a permanent source of power, and it probably also can be adapted to release chemical signals to control various aspects of your physiology.
