I see your point about Netanyahu possibly not knowing Trump was going to announce what he did. I don't know if I would have caught it if you hadn't pointed it out, but his head does drop slightly when he hears it, and acting out his actions after that point you can feel the gears starting to turn in his head.

Could be something here. Could be an optimistic plan that's trying to sprout in a treacherous field, and there's a chance it does in some way.
