So fucking pissed. Roofers absolutely destroyed my herb garden. Hopefully the mint will survive and comeback but I'm sure everything else is toast.

That's so infuriating! I know the feeling, after watching a tree trimmer guy pour gas into his chainsaw (and spilling plenty all over the ground) right under a 250 year old oak tree. Literally five or six steps away from a concrete driveway.
Finding anyone in America who gives a crap about doing their job well is becoming nearly impossible.
The mint isnt going anywhere. Honestly i doubt many of the herbs are dying from that either.
Perennials might not be happy but they likely wont die from being cut to the ground mid summer.
Just keep it all watered.

I had roofers work on my house during the Christmas season. They threw old shingles down on top of my decorations and broke them, then left the pieces laying everywhere. Didn't mention it to us, offer to pay for them, or clean up.
