Emerging markets wont have real UTXOs, it's math.
Selling bitcoin to emerging markets is a business on borrowed time. You don't have enough UTXOs to sell.
It's just a temporary fix.

We’re nowhere close to global adoption, but I get your concern, Bitcoin is money but not everyone can hold it.
Under current rules people will be kicked off the network, but if we decide not to ossify (it comes with its own drawbacks), there could be hope
That was the cry of the Keynesian economists as well. They said a fixed money supply would never work, and that you have to grow the money supply with the economy, hence inflation. Obviously that was a slippery slope and we see how well it worked.
I don’t know exactly how inflation neutral currency will work, but I know it’s better then the alternative.
