You can. You sweep the remaining balance to another wallet.

On the same node or different node wallet? I tried sending using all again and it says it can’t as it needs the emergency balance.

Close the channel and then all funds end up back on chain, including emergency balance.

It looks like the all command didn’t automatically work to account for fees and I had set it to 24500 sats
