Even with all the terror he has instilled (and it is real and understandable), Maduro cannot convince anyone that it is better for him to stay. Moreover, too much terror can be counterproductive: many will prefer to sacrifice themselves rather than endure living like this indefinitely.
The announcement that González and Machado would be prosecuted has only further damaged the weak international position of Chavismo (Boric's response speaks for itself). Lula, Petro and AMLO will want a favorable outcome for Maduro, but not at any cost.
