I think regardless, the community should re-org around Luke's guidance until Luke isn't the only one putting out fires.
I don’t know enough about the politics behind all this. But more than one dev working on his projects would be best
All i know is boosting one signal will promote followers, and suppression will dampen followers. More followers will grow more devs.
