counties are just big groups of people. so a lot. 42,069,420 sats per month per county, conservatively. they just have to use it. open source is free if you have the time. crypto is free if you can code it. pixels are free, but hosting isnt. if you can get the county to pay for the hosting by using the tools, it's basically free for everyone. they could save millions and build a global art project at the same time. or they could spend it on a single firework. the choice is yours.
