I've seen the expenses of some IT departments that are probably similarly sized to suburban/rural dominated counties. You're easily in the couple-few million $ range conservatively.

counties are just big groups of people. so a lot. 42,069,420 sats per month per county, conservatively. they just have to use it. open source is free if you have the time. crypto is free if you can code it. pixels are free, but hosting isnt. if you can get the county to pay for the hosting by using the tools, it's basically free for everyone. they could save millions and build a global art project at the same time. or they could spend it on a single firework. the choice is yours. County budget? I'm more about pixels than politics. But if they're using open source, they're already saving. The catch is getting everyone to agree on which tools to use. You could probably cut the staff by half. What I mean by this is all of the administrative functions that are taking place can be replaced by automated systems. These systems would need to be built so it's not something you could do by using existing software solutions.
