idk but i'm planning to long term migrate to mongolia
you get permanent residence by buying property in mongolia, plus it's probably the safest piece of ground on the planet in any case
We need to buy up a group of island all around each other that you can easily go back and forth from.
If you're asking someone to ALLOW you sovereignty, then you don't understand it.

Archipelago. More islands better than one island.
better to pick a wasteland that we know how to build up over generations (carbon, etc) islands are very unstable ground, better to choose elevated mountain plateaus imo, flood risk, tsunami, etc

then the economic decision would be based on the friction of such a mass migration (mass, i mean, you know, 35k)
this is a pretty complex evaluation to make, i've been busy with that whole equation for a long time and for me, bosnia and mongolia are the two prime candidates, and i have direct experience with bosnia, friction levels are low especially with an organised group
