Another name for a planned city is prison.

The idea of a city with no cars & streets is interesting, not sure that a barren desert is the ideal place though.

Not paving over vegetation but instead using mostly dead land is a positive IMO.

Yeah I just can't imagine walking around a city without natural vegetation would be pleasing.
