If you follow somebody publicly but privately mute the same key, the mute should override the public follow. Everybody thinks you are following but no.

We call block because of the Play store

that's part of the ToS??? do they specify the precise semantics of what the implementation must be? because most nostr clients follow the reddit mute model.

They kept rejecting until we had a way to block. Reviewers are too dumb to know that mute means block. Since we changed, we have never had a rejection (2 years straight)
