I struggle to understand the need people feel to accede to a licensing requirement from the very government the collapse of which they propose to use their knowledge to overcome.
You have the equipment, the frequencies exist and are not the property of any entity in the same way nobody owns the air you breathe... why are you asking for permission?
Its about practicing a skill without drawing attention to yourself. Firearm owners don't go around practising marksmanship willy nilly because the State will bring their attention to you, even if you're safe about it. If you can practice the radio arts without brining attention to yourself, do it. I spent years learning and training to hide signals in the RF environment, it is not easy. Especially if the State is paying attention.
