In the matrix, you have a choice to simply give the frog its leg back without the salt bath. Are we saying we need to trick the frog into thinking it has gone through some sort of proof-of-work?

Correct. When the first matrix was perfect, humans rejected it. I think if we could just give the frog back it's leg without the salt bath, it would reject it as a foreign object.
Perhaps through pain is how we integrate experiences to grow?
