This depends on your network environment and firewall configuration. In general, you can use it directly.

it is weekly task to shuffle relays - not one time job
newbie should just use primal or current with caching - preset relay list (other clients have preset relays too) - once become power adv user then juggle with relays

You don't have to buy a start9 you can run it for free which is super simple.. And then it is a few clicks.
