Surprising there aren't isn't enough skilled labour in a city that big wow
Nothing surprising. Most newcomers lack the necessary qualifications and work experience. Mainly, everyone is interested in selling something to each other or leeching onto government contracts where the quality of work is not checked.
That feels universal
