Ok to reuse the seed phrase generated by a ledger on a new cold wallet or just assume that seed is bonked?

If it were me I would start fresh. Dont want any doubts about your cold storage.
If the reason that you switched off ledger is because you are concerned that it has privacy/security risks, then you should assume it's already been breached and roll a new seed.
Safer to be cautious.
Always better to create a new seed imo. Keep that attack surface as tiny as possible.

i think i can maybe use same steel plate for second seed phrase, i'll just use 2 dots on a letter instead of 1, that way both can be distinguishable i think
Multisig setup or single key? Probably good to regenerate either way but if it's only a single key definitely generate using your own entropy
