Cases like that require a lot of evidence.
There may be arrests at some point, but it may be hard to pin down exactly who is responsible.
If it's been wasted and abused, then it's 100% on the politicians who approved said budgets, period.
They literally control the expenditure of our tax dollars paid, so they see those like items.
I don't balk at the thought of an independent agency who solely AUDITS. Elimination of these all ready approved monies can only be done by Congress, not a 3rd party organization with a different fucking hat.
