Kind of?? You can set up a reverse proxy, but for me it’s janky as hell.

I would say that depends on how you're planning on using it. You could use a Dynamic DNS service or Cloudflare too. When I ran one, I used Cloudflare. So, I'll say no, it's not required.

I want to use it to have clients pay invoices I generate or they pay via link on my website.

It would be infrequent.

My ISP does not offer a static IP so I’m trying to ascertain if I need to use a 3rd party hosting company or can run it on some old hardware from home
