no because according to the definition a stable coin has to be pegged to something but in your sentence things are being pegged to Bitcoin. So Bitcoin is will not be a stable coin.. It will just be Bitcoin.

No. Nothing will be pegged. I'm sure they'll try pegging a fiat currency to it for a while, but it won't work. Only free floating prices will work.
