Why divide the data by states? And 17 here and 14 there? This isn’t the right way to do this analysis

Without cherry picking data. Compare cancer rates in non vax to vax would be a start, controlling for all other cancer causing factors (diet, environment, age, other diseases etc). This would be a start, I am sure an epidemiologist would have additional dimensions to consider.
Where is this chart from?
Would be interesting if true. Need to control for population increases in the respective states. Unclear if increase just due to population getting bigger.
