Privacy is needed to protect us against criminal acts, even by states. It's not to protect criminal acts.

Now, states and its political caste …

(a) demonstrably engage in criminal acts themselves

(b) get to decide what is a criminal act

This structure creates a paradox, but it does not contradict the fundamental need for privacy.

That depends on the governance system.

I think that states could be run by decentralised methods, and become worthy to be called true democracy.

No such examples so far, hopefully you can invent it
