One cannot do mixing on a hww, it’s not a hot wallet! One needs to be online to sign incoming tx into a mix

Why wouldn’t it? It’s a hardware wallets one can just mix to an external xpub that is offline like sparrow wallet can do that.

users will be accessing CashApps infrastructure, if there’s mixing later, I wonder if the user will be flagged

Well that’s not a Bitcoin problem but cashapps. One can alway do a staggered spend to distance your utxo from coinjoin tx.
