A relay that's free, but you make a deposit of some amount like 10,000 sats (or fiat for normies), and if you don't spam and get some amount of trusted followers, the relay send you back your deposit

I did think an invite code that was actually a prepaid gift card to eg wine relay or something. Especially for people on zero sats.
Perhaps a cheaper paid relay than wine, but you get the idea lol
The spam/non-span distinction goes away when you frame it as a cost of capital issue (sats)
How is "don't spam" defined?
Don't get _reported_ for spam? That just shifts the burden: someone could write scripts to report spam on all new users, effectively burning all their sats and disincentivizing sign ups.
...and now you have to figure out how to stop the spammy spam-reports.
The problem just moves.
A one-time 10 Satoshi fee per pubkey might be enough to stop spam and also cheap enough to let others donate to friends etc without any sats
