the question becomes: does The State somehow have a legitimate claim to the entire physical territory it says belongs to it? (in which case, we'd be sort of "tenants" residing under an agreement, and breaking that agreement or plotting to undermine it would be morally problematic)

Vinny the question is whether a population can claim a physical territory by way of their representative government. The answer is yes, so long as they can defend it.
