Is there a succinct way to phrase "technical bitcoin development topics"? Is "bitcoin tech" a thing? It's the closest term I've gotten but it kind of sounds like it means nothing.

In which context?

Educational. Like “if you are interested in technical bitcoin topics, you may enjoy the following resources, even if you aren’t a dev: BitDevs, Bitcoin OpTech, the Base58 LARP, etc.”

I want a term where I can say something like “Here are Bitcoin tech resources:”

Makes sense to me in this context

Yes, but... Most of the stuff in that "space" is trashy cryptobro stuff.

I call L1 Bitcoin development "core development"

I like that. But, regarding the term “core”, I’ve met many people that don’t realize Bitcoin Core is just one (albeit the most popular) implementation of L1 Bitcoin. 😅

For sure, but I think it's important to communicate in a way that updates newcomer's internal language model. With the progression of technology we are also progressing language.

Get me going with another Bitcoiner and I'm speaking using words and ideas that wouldn't be understood by my parents. It's a language upgrade.
