that might also be too low to open channel, usually phoenix wants 10% or less for the fee. so if the fee is currently 4,000 sats, you should send at least 40,000

also you dont want to open a bunch of small channels, because then you keep paying fee over and over,

try to save up sats somewhere and then open big channel like at least 100k or bigger
