If this was in the US, the beavers would be repeatedly trapped and relocated and their dam destroyed until 2030 or so when a series of contractors would be brought in to do a worse job while going over budget. Then a conservation group would petition for the contractors' work to be removed because a dam of any sort effected the nesting for a bird. The same group was responsible for the third relocation of the beavers. And they killed the beavers.
