I don’t think like that, the best approach is simply build a ecosystem that they can’t break..

And pushing this ecoaystem in politics will help. Even if the state doesnt adopt it, it will force people to become more conscious of its existence. It can work as another avenue to boost the signal at minimum and fast adoption at best.
