Federal government is absolutely addicted to consultants, this looks like a phenomenal waste of money. Surely there are suppliers with relevant expertise in this space???

I'm Aotearoa New Zealand the incentive is to low-ball to get the contract and then add extra costs in later.

No accountability and by then everyone is in too deep to pull out.
