26 devs have now voiced their opinion for covenant upgrades to bitcoin.
So far CTV is the only op code to not have any one left evaluating it which makes sense since it's the most mature. CTV also has the least amount of "No"s without any "Evaluating"s.

How long has CTV been merged? I’m a non technical but I would love for anything in consideration for mainnet Bitcoin to be stress tested for a good while. The stakes are high.
CTV has been merged to Signet and MutnityNet for years now.
Correction: The signet branch has been completed since 2020 but to date it has only been merged on mutnitynet/inquisition, not signet which is the official bitcoin core test net.

No, it is not merged on testnet, because testnet runs Bitcoin Core.
It was only merged on Inquisition, which is a Core fork ran by AJ Towns that powers the "official" signet. APO was/is also merged and operative there, as well as OP_CAT, see https://delvingbitcoin.org/t/ctv-apo-cat-activity-on-signet/1257/2
