Yes, all of LNhance's opcodes including CTV currently exist on mutnitynet and inquisition.

How long has CTV been merged? I’m a non technical but I would love for anything in consideration for mainnet Bitcoin to be stress tested for a good while. The stakes are high.

CTV has been merged to Signet and MutnityNet for years now.

Correction: The signet branch has been completed since 2020 but to date it has only been merged on mutnitynet/inquisition, not signet which is the official bitcoin core test net.

No, it is not merged on testnet, because testnet runs Bitcoin Core.
