People often only think of freedom from physical violence. While that is the worse there are certainly other freedoms that can be restricted.
Physical restriction leads to an opposite response of force and doesn't last as long as subjugation or enslavement.
This is why Jefferson considered the banks more dangerous than the army, the army has the power to kill, but the banks have the power to enslave.
A lack of a social safety net can trap you in debt and force you into exploitative jobs. Lose your job, and without support, you're stuck borrowing just to survive. Over time, you're enslaved by debt, with no easy way out—exactly the kind of financial control Jefferson feared.
There will always be one who claims the top. If there would be no government there will always be someone in control having slaves for extortion of us who really bwant to be free.
