this MUST be aligned to INT’L HUMAN RIGHTS LAW

respect the rights to freedom of expression

i work on giving solutions like this, a lot of thought and research with stakeholder communities in these regions (i call them leapfrog regions)

the most promising solution we’ve come across is e-sim infra and community networks that exist on top of decentralized power grid.

in practice this looks like a deployable fleet of WiFi capable portable batteries that are charged by mobile solar stations.

No. That's not how we define rights.

Internet shutdowns make human rights abuses easier to commit. But the shutdown prevents neither expression nor assembly.
