Well... I suppose it's because you like some of the persons content, but they post all the damn time, cluttering your feed.
If you keep them in your follows, you can visit their content when you feel like it.

if i mute in damus, even if i follow i can't see the content.
maybe it's only specific clients??

You will see notes from your following list (contact list) on your feed.
And if you who discover the global feed (notes from relays) the notes by someone from your mute list will be hidden.

so if you mute someone you follow because they post too much, you'll still see the content on your feed, but not in the global feed?
