How does it solve all of L2's problems if it's reliant on it? Doesn't every additional layer inherit the previous layer's problems?
It seems to me the inherited problems are limited to final settlement, as it happens on chain. I can't see much use in layers if they were simply a combination of lower and higher problems. People probably wouldn't use them unless they removed some friction or problem.
