Pretty sure that doesn’t apply to user generated content. You’re telling me every image on twitter has a descriptive alt attribute of what the image is?

I’ve ran user generated content websites for decades. There’s no way I could make it all disability compatible. Zero complaints.
If someone said they had an issue, I’d try to fix it of course. But that doesn’t give anyone grounds for a lawsuit and any clown who thinks so is very confused.
“Decades” would put you back to 2003. You used the past tense - so before that.
