It was not an assumption it was the current state of technology. Also, telegraphs, combustion engines, air travel, radio, satellite communications... I could go on but isn't it more important to uncover the foundational principles that underpin a free society and govern from those principles rather than attempt to address every new technology in a piecemeal fashion?
