have met many "high end" academics in dean/dept chair positions at many famous universities and they are just "winging it" and following "funding incentives" 99% of the time.

there is no passionate vision or grand plan - they are just mice sniffing out 💰in the funding maze.

This creates an obvious opportunity for anyone who controls funding to implement a grand plan or vision over the heads of the university chairs.

I wouldn't be surprised if this has already occurred.
