This creates an obvious opportunity for anyone who controls funding to implement a grand plan or vision over the heads of the university chairs.

I wouldn't be surprised if this has already occurred.

It already is and has been.

highly doubt it. have met two high up individuals at NIH and FDA and all they do is frantically and almost randomly do things to "earn political and industry favors". there is no master plan except for the ones "we attribute" to their seemingly coordinated actions.

it is all just emergent behavior stemming from short term incentives

I swing back and forth between "it's all coordinated" and "it's all emergent behaviors from a system of bad incentives."

Typically I find the latter more likely.
