Let's say for a moment that Nostr consumes all social communication in the future. Do you think that governments would spin up their own clients and/or relays?

Yes. They will capitulate.
To take control of nostr? I think they would just infiltrate the development teams of the biggest clients/relays instead of making their own. Just look at how many feds were working for Twitter, same thing would happen here.
Not only will they spin up their own relays, some will make certain other relays โillegalโ, and make it so their citizens are only permitted to access โapprovedโ relays. Privacy tools will be critical. Tools to maintain anonymity will be essential. Relays that delete content daily will be useful.
