Imho because no existing system can limit itself. External constraint is always needed.

A successful pattern of optimization through centralization will enter a positive feedback loop until a shift in its environment lets it break catastrophically.

Likewise, a successful pattern of optimization through decentralization will lead to a lack of rapid resource allocation capabilities, making the system vulnerable to one that is better at it.

Because high IQ people will find a way to control things of value, and a way to convince the masses that it is in the best interest of the masses to let them control it, when them controlling it it completely unnecessary.

Fortunately, those same high IQ people who are drawn to control always have very low EQ and therefore can’t see when their fragile Ivory Towers are about to collapse.
