Prohibition is something you can't half ass, otherwise you get the wrost of both worlds; a price support for organized crime and police + political corruption that goes straight to the highest levels of govt.
It's also incompatible with things like the American Bill of Right.
A society must go fully authoritarian on drugs or shouldn't attempt prohibition at all.
One of their biggest sectors is actually smuggling people, not drugs. They use the people to smuggle the drugs, but they've been making crazy money off of the immigrants.
