Does anyone know if there is a vscode extension that would let you quickly "ask an AI" to do some refactoring on a single file or text that is selected?

I'm looking for something that I can either plug into ppq.ai or run a local model. no OpenAI subscription crap

I use continue.dev plug into vscode, plug in any llm, use @tags to train it your codebase, smart code insertions with track changes.

Continue.dev would be also my first idea. I tried out last week running a local model with ollama and lmstudio, but it didn't work well for me. Specially code completion, the load for my PC was quite high.

Try Cline. It is very good and extremely popular. Search for it in the VS Code store and plug in your PPQ.AI API key.
