For a variety of reasons, and it depends on the particular scam. Scammers are very good at manipulating your emotions and gaining trust or giving you hope, enough to achieve their goal.

Because cognitive biases. (and stupidity, but not always)

It would be wonderful to have a way to accurately gauge someone’s honesty or capacity for empathy, if only to shield ourselves from harmful intentions. Humans have evolved to include a range of personality types, and some traits that seem destructive may have given certain individuals/lineages/tribes a survival benefit. That could explain why individuals who act without remorse remain part of society.

In essence, people perceive the world through various moral and ethical frameworks. Scammers continue their schemes because, for them, there may be few internal objections to exploiting others, and their sense of right and wrong doesn’t align with the average person’s moral compass.
