They type out the post on Nostr and DM it around to verify it looks good before posting. Doing so, they tag everyone that's in the upcoming post. These notifications see are just a happy accident via Nostr's DM implementation.

If the message didn’t get decrypted, how was it possible to tell who was tagged in the private message?

You know the public key that sent the event, the contents are encrypted via private keys.
So you’re saying, even though your private message is encrypted and if you tag/mention someone in that message, the person who is owner of the public key will be notified ? 😳
Yes. DMs on Nostr are kind of broken.
And everything you say in a nostr encrypted message should be presumed eventually leaked bc you can’t trust fools not to pull a gandalf and post their private key
