it's brave browser, not sure if that has anything to do with it... i've only ever got this response from it when i use the search plugin

Maybe try turning off Brave Shield. Brave puts all sorts of stuff between you and the URL you're trying to reach. It's one of the reasons I don't like using it.
there is a bypass in the hamburger menu of the clearnet page that gives you a session link that works in tor/private windows
if they implement nostr auth this could eliminate the friction for this
I just tried searching with Brave by logging into my Kagi account rather than you the browser extension, and it worked just fine. Maybe try that?
if i go to https://kagi.com i get the same message, it's not the search browser etension, which is not enabled on tor windows anyway
i can navigate just fine to google's search page
