There are several ways. People need roads to go to work or shop. Businesses can take care of a lot of it.

If the government went away tomorrow, there would be solutions by the end of the day. If half the people who think taxes are necessary would voluntarily pay for infrastructure, we could do it for a lot cheaper than $30,000,000,000 in debt.

The income tax wasn't implemented until 1913, and it started out as a capital gains assessment. Pretty sure direct wage taxation didn't start until one of the world wars, I think wwii. We had basic infrastructure before that.

I think it was Bretton Woods.

...and, IIRC, payroll withholding was Milton Friedman's idea...
